Mentor Leaders

CEQUE recognizes that teachers do not work in isolation.

The school environment and leadership play an important role in motivating, supporting teachers and improving their competence. CEQUE mentors school leaders in academic leadership such that they develop skills to provide effective instructional support to teachers.  

Kendra Pramukh Academic Leadership Program (KPALP)

Kendra Pramukhs (also known as Cluster Resource Coordinators) are key school leaders in the government educational system, responsible for academic support to teachers in 12-15 schools that form their cluster. Recognising the strong link between improvement of teacher instructional practice and the need for academic support, Government of Maharashtra prioritized capacity building of KPs as academic coaches.

Early 2017, SLDP (School Leadership Development Program) launched by the GoM laid the foundation by training Kendra Pramukhs on self-development and team leadership. KPALP took this further and focused on KP skill building, enabling them to provide better on-site support to teachers. 

Kendra Pramukhs are expected to supervise and support teachers, identify their pedagogic needs and address student learning. In reality though, Kendra Pramukhs’ roles are more administrative than academic. 

The KPALP equips Kendra Pramukhs in the skills of data-based planning for their clusters.

KPALP was initiated as a pilot in the districts of Chandrapur, Pune and Palghar. Subsequently, it was scaled up to all districts in Maharashtra. The project aims to equip 4,000 Kendra Pramukhs to impact teachers and student learning state-wide.

The KPALP equips Kendra Pramukhs in the skills of data-based planning for their clusters. The program coaches them in in the skills of data analysis, making focused classroom observations and providing effective feedback. They identify problems of learning and practice and make data based action plans to drive improvement in their clusters. 

KPALP supports Kendra Pramukhs sustain their skills through professional learning communities. With the data that they collect, they regularly discuss problems of learning and practice in their cluster. Collaboratively, they come up with solutions and develop and adapt their action plans.

Impact

Various tools are used to measure program effectiveness at each stage of the implementation of the program.

  • The program tracks Kendra Pramukhs’ capabilities to develop skills in data based planning. A framework based on the KirkPatrick Model of Evaluation is used for the purpose.

  • For select districts, child-level data is analyzed and tracked to measure change.   

  • In addition, various tools are used to measure program effectiveness at each stage of the implementation of the program.
